Job Description: We are seeking a Senior Cyber Security Engineer to join our team to support Centers for Medicare & Medicaid Services (CMS) activities at Windsor Mill, MD. As a security engineer supporting the Healthcare Integrated General Ledger Accounting System (HIGLAS) contract, you will work with a team of analysts and engineers to scrutinize network and system events for potential indicators of threats or compromise. This effort includes implementing and maintaining security safeguards designed to minimize the CMS security risk and protect confidentiality, integrity, and availability of sensitive data, including privacy information.
This is a senior position on the Continuous Monitoring and Vulnerability Response (CMVR) team and part of a larger security team responsible for establishing and maintaining a high security posture for a critical federal information system. Our team's security responsibility includes, but not limited to, developing IT security strategy and architecture, establishing security operations and monitoring, implementing risk and vulnerability management processes, remediating weaknesses, conducting audits and assessments, maintaining all manner of IT security documentation, managing access, and enforcing Federal and organizational policies.
HOW YOU WILL MAKE AN IMPACT:
- Provide support to and participate in CMVR continuous monitoring activities including monitoring the environment to ensure systems, tools, and applications are reporting to security tools as expected.
- Administer and maintain the Splunk Enterprise, Splunk Enterprise Security (ES), and Splunk User Behavior Analytics (UBA) applications, installed apps, and system connectivity to ensure ongoing security operations are uninterrupted.
- Propose, develop, and deploy enhancements to the Splunk platform to improve observability and security oversight.
- Develop and maintain Splunk dashboards, reports, and searches to support security personnel.
- Detail and report on potential risks associated with known security issues within the environment, owning tracking of issues through successful closure.
- Educate junior staff on vulnerability response, risk management, penetration testing, and other relevant security endeavors.
- Develop and maintain Standard Operating Procedures (SOPs) related to security tasking.
- Coordinate and collaborate with technical subject matter experts (SMEs) to ensure technical and operational security controls are operating as expected.
WHAT YOU'LL NEED TO SUCCEED:
- Bachelor's degree and 5+ years' experience (degree preferably in Cyber Security or Information Technology), or equivalent combination of education and experience. Relevant system or application administration experience may be counted in lieu of cyber or information security experience.
- Splunk Enterprise Certified Admin, Splunk Enterprise Security Certified Admin, or other relevant Splunk certifications.
- Experience in administering Splunk Enterprise as well as either Splunk ES or Splunk UBA.
- Experience working in a UNIX or Linux command-line environment with expert knowledge and experience in shell scripting.
- Expert knowledge of general computing technologies (e.g., Windows Server, Linux, databases, TCP/IP network stack, etc.).
- Experience with analysis of security or information technology issues.
- Experience managing and optimizing Splunk architecture components like search heads, indexers, heavy forwarders, universal forwarders, and clusters
- To understand and configure Splunk indexing processes, including hot/warm/cold buckets and data models.
- Ability to develop regular expressions (regex) for data parsing and field extractions using props.conf and transforms.conf.
- Knowledge to design and implement large-scale data ingestion pipelines via APIs, Syslog, and universal forwarders.
- Ability to troubleshoot and tune Splunk deployments for performance and stability, leveraging deep Linux systems knowledge.
- Experience building advanced data models and pivot interfaces for complex data analysis.
- Ability to develop and optimize SIEM content and processes, including managing correlation rules, filters, alerts, and report generation.
- Proficiency in scripting languages (e.g., Python, PowerShell) and automating tasks in a SIEM ecosystem.
- Strong understanding of networking and operating system administration fundamentals.

The likely salary range for this position is $110,500 - $149,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
