ABOUT THE ROLE:
The License Investigator will be part of the investigating team of the License Commission. Will be responsible for conducting all types of investigations as to any person or business that is licensed or permitted or is seeking a license or permit from the License Commission. In addition, the investigator will be designated to investigate any complaints, perform random inspections, and enforce all of the Rules and Regulations of the License Commission, the Noise Control Ordinance and any other Cambridge Ordinance enforced by the License Commission. Will work a minimum of twenty hours and a maximum of twenty-five hours per week including evening and weekends.

DUTIES AND RESPONSIBILITIES:
Core responsibilities of this position include, but are not limited to, the following:

  • Daily interactions with the public and other City employees and departments.
  • Ensures compliance with the Noise Control Ordinance and other Cambridge Ordinances and state law enforced by the License Commission.
  • Conducts investigations as to any type of noise complaint, including those relating to leaf blowers, HVAC units, and other measured and non-measured noise disturbances.
  • Conducts investigations as to any type of complaint regarding a current licensee.
  • Conducts investigations of any potential licensee or applicant.
  • Responsible for the permitting and renewal of all Commercial Leaf Blowers pursuant to the Noise Control Ordinance.
  • Responsible for processing, coordinating with other departments and tracking any Special Noise Variance applications/grants.
  • Responsible for coordinating with other City departments as to multiple matters, issues and permits.
  • Responsible for investigating, fining (when applicable) and testifying on any complaint investigated.
  • Educates the public, applicants and licensees as to all Rules and Regulations of the Board, and all City Ordinances enforced by the License Commission.
  • Performs trainings on the proper use of leaf blowers per the City’s Noise Ordinance and the Rules and Regulations relating thereto.
  • Monitors activity throughout the City, patrols the City for noise disturbances and conducts random inspections of businesses, licensees, and any machinery permitted for the business/licensee by the License Commission.
  • Assists any person with questions as to the License Commission’s procedures including but not limited to application procedure.
  • Responsible for answering all calls, emails and complaints assigned to him/her by the Chief Investigator or Chair of License Commission and their designees.
  • Responsible for filing, processing fees, tracking fees, and tracking fines.
  • Enters data, retrieves data, creates/run reports from data in various databases, including but not limited to Remedy, CRS and Energov.
  • Records and maintains accurate records of all applications, permits, fines and payments.
  • Assists the License Commission staff with any task that is necessary for the department and Board of License Commissioners to carry out its business.
  • Performs all other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Excellent interpersonal skills, able to mediate and diffuse situations, and to effectively and professionally communicate orally and in writing.
  • Have standard investigative skills and have knowledge of general office procedures.
  • Ability to work individually or collaboratively with limited direct supervision and in an effective, timely and professional manner.
  • Must be highly motivated, reliable and possess a positive, enthusiastic, professional attitude and outlook.
  • Must have experience working in both an office environment and outdoors.
  • Must be able to be trained to use equipment necessary to perform duties.
  • Ability to research and comprehend various codes, laws and regulations.
  • Quick learner, excellent organizational skills, diligent follow-up, record-keeping, and attention to detail. Must be able to use and be comfortable with using word processors, tablets, and other electronic devices.
  • Must have knowledge of Microsoft Office and other software.
  • Must be extremely comfortable and competent in dealing with a diverse and inclusive community
  • Preferred if candidate has experience with operating noise measuring devices and mediating conflicts.

PHYSICAL DEMANDS:

  • Must be able to handle loads of a minimum of 50 pounds.
  • Must be comfortable with heights.
  • Must be physically adept to perform investigations which will include walking and bike riding long distances or long periods of time, driving, bending, squatting, reaching and stretching.
  • Ability to operate various equipment, including sound level meter, office equipment, paper and electronic filing systems, cell phone and other electronic devices.

WORK ENVIRONMENT:
Standard office environment with fluorescent lighting, carpeted floors, air-conditioning. Non-standard outdoor work environment. The noise level inside the office is moderately loud, which can elevate with phone calls and walk-in members of the public. The noise level outside the office is loud, and can elevate to extremely loud. Busy office work environment characterized by multiple work demands and outdoors including construction sites and congested city roadways under all weather conditions.
