Under general direction of the High-Speed Rail Authority’s (Authority) Director of Environmental Services, the NEPA Assignment Manager administers the implementation of the Authority’s NEPA Assignment Program responsibilities, as assigned by the Federal Railroad Administration (FRA) in the NEPA Assignment Memorandum of Understanding (MOU), pursuant to 23 USC 327. Working as Program Manager, the NEPA Assignment Manager will direct the work of a team of technical experts to administer the NEPA Assignment Program per the signed MOU and Authority policy and procedures. The team will oversee environmental reviews for projects in their respective regions and have charge of monitoring and directing compliance with environmental commitments and permit conditions, including but not limited to biology, waters and hydrology, hazardous waste, water, and air quality.
The incumbent serves as a critical point of contact for federal cooperating agencies during project development and will have an open line of communication to the Authority Executive Office and agency leadership in California State Transportation Agency (CalSTA). The incumbent will make final recommendations regarding the adequacy and compliance of environmental documentation prepared under NEPA or any other federal environmental law for which the Authority is responsible and will report to the Authority and CalSTA on all aspects of internal and FRA audits required under the MOU.
